The pickup truck driver was unable to see Baker as she was wearing dark clothing and was unable to stop in time, thus leading to the collision.
Police confirmed the driver stayed at the scene and did not announce any criminal charges filed against them. The police department’s highway enforcement unit launched an investigation and has not released additional information.
